It isn't dissolving in my pump basket. Just expanding a little, and sitting there. Any ideas why?

I use Jolly in my pool. It takes about 2 weeks to dissolve completely (according to the number of cycles and duration - which i increase during the hot summer months - 10 cycles of 15 min each). Remember its function is to capture the smaller fines and debris that normally would pass through the sand filter and return to the pool itself. These captured debris than go to the sand filter and given that they are trapped in the Gel, they are captured there . These will obviously be removed when one does a re-circulation and clean of the sand filter. I have found Jolly very effective and in fact after i start adding it in the early spring my pool becomes clearer and in time shimmers. So in fact if i look at the Gel 1 week after there is no significant difference except it becomes more jelly and fluid like, but as i said it does dissolve in the end.
