Can you use the topical and the collar at the same time?

You might if what you are using is not effective on its own. But I have used Activyl for years & the results are great. I either use the topical OR the collar. Have never needed to use both. Activyl is the BEST protection for dogs to prevent fleas. If you bathe your dog, make sure they are completely dry before applying tooical or fastening flea collar.

Toy dog owners..is this or the liquid best, as far as size of collar, etc?

This collar can be fit to size so no issue there. I prefer this over topical liquid because if there is a reaction the collar can easily be removed. This band has worked great for my allergy prone sensitive dog.

Will this collar fit a extra large dog weighting 85 pounds?

Yes, fit my 75 lbs dog with plenty left over
