How accurate is this level? Can it sit flat and steady on a flat surface like a frame or shelf?

It is accurate as it can be.By which I mean that the longer the level, the more precise (and usually the more accurate) it is.A level of this length is not terribly good used as you intend.If it is a very short shelf, this will sit flat and be fine.But, if it is important for it to be level, and for future jobs, do yourself a favor and get a longer level.I recommend around 16" as a good, general purpose length. Or, if you have a marble or ball bearing that will work too. :)
