Can I cook with this?

You can cook tough meat with baking powder and it will soften the meat, baking soda have a different taste which is better for baking. Not too sure about using it to cook.

Does it have the sifter ? Like the holes to sprinkle?

Yes, it’s a flip-top that reveals three holes.

Can I use it for skin purpose?

It doesn't say anything on the container about usig it on skin.
