We have had no problem leaving them on long term.

Can i leave this on while not using it, or will it damage the brackets on the long term?

Good Afternoon, You can leave it on. some of the hardware is steel so long term it will rust. Our suggestion is to leave it on for kayak season and take it off when you don't need it. Happy paddling! atkenco

Will this fit 2020 Subaru Outback?

If you are using the factory crossbars then yes it will clamp on to those bars securely.
