Q: If I drain the pool below the skimmer but this cover lets water through how do I keep the water level from rising back above the skimmer?

If the water level rises too high during the winter, you have to pump out the water. Assuming your pool is winterized (blown out pipes, plugged), you still may get too much water in the pool and have to pump it out. Alternatively, you can leave an automatic sump pump in the pool under the cover to pump water out if it reaches a high level. This is to protect any tile coping around the edges from freezing water.

Q: Can people walk on this cover after installation ?

It seems to be somewhat strong enough, but it does stretch toward the water even if tight and our large lab (90lbs) got wet walking across it. We like it since it will prevent the grandkids from falling in, during the off season. I would not state nor endorse foot traffic on it.
