It's an adjustable valve,you can adjust the speed of the grinding tool by turning this screw.

Can i use it with campbell hausfeld fp209501 110 max psi air compressor? as other belt sanders rated for more powerful compressors.

Yes, it can work with the tool which you mention. But please notice that the standard working pressure of this product is 90PSI, too high or low air pressure will make a poor performance!

Can this sander fit in a 3/4" square opening? To sand off aluminum burrs from the inside of a 1" square tube.

Yes it will do that, but a bit tight as the overall head width is just under 1/2".
