Can I use this to repair a bonded leather couch?

If it's real cowhide leather I'd recommend an actual leather product. Should work on VINYL (synthetic leather) materials though, I used this to repair my vinyl dashboard with great results.

Is this a solvent based paint?

It isn't paint. I would say that this adhesion promoter (plastic primer) does contain solvents, but is compatible with water based primers and top coats.

And will this product cause paint to stick to a slick tarp i want to paint an out of doors sign on?

If the tarp is polypropylene, yes it will help considerably. If its is some other plastic, it will help, but not not to the same extent as if it were PP.

Can i use this product on a slick plastic woven type tarp and then use an acrylic 1-2-3 Primer on top of it before i paint a sign with acylric paint?

I do not know It helped bond on my car door panels
