Q: Will the sensor measure distance under water? In a waterproof housing.

I haven't tried it, but I'm pretty sure it wouldn't. It would be measuring the distance to the inside face of the enclosure (if that wasn't inside of the minimum). Q: COuld this be attached to a warning alarm to be used for blind persons?

Yes, but it would require some considerable integration knowledge as the the device interface output formats are pulse-width, analog voltage and serial digital output so this would work well for ARDUINO or other microprocessor developers.

Q: Does this product just send sonar pulses or is it reciever and transmitter in 1?

With 2.5V - 5.5V power the LV-MaxSonar EZ1 provides very short to long-range detection and ranging. The LV-MaxSonar detects objects from 0-inches to 254-inches (6.45-meters) and provides sonar range information from 6-inches out to 254-inches with 1-inch resolution.
