It's a pipe. Arrived as advertised.

Does what I needed it to do
I used the 5 foot PVC pipe to house the antenna wire that is tuned to VHF and UHF frequencies that I can pick up on my ham radio that I positioned on a stand next to my bedroom window that I keep slightly ajar.
