Does it have the same power as canned air

Having used a lot of canned air, I prefer this. It's effective enough for dusting things at close range. And it doesn't get cold and freeze up like air in a can. I will never use canned air again.

Can I use this to clean an oscillating fan?

No. That’s why I purchased it but no it won’t work for that. I purchase canned air from Amazon for that job

How do you use the air blowing function?

The air blowing function is on the opposite end of the vacuum as the air flow goes in one direction, simply place the thin long tube on the end and you will notice the air being blown from the back end.

How is blown air filtered?

There is a filter inside for vac and blow
