Q: Can it support a 4 and 5 string bass?

4 string for sure but not 100% on a 5 string bass.

Q: can these be used on concrete walls?

You would have to get concrete screws, but I'm sure it would work. The base is just a block of wood with two holes that get screwed into the wall.
