Is this a capacitative or resistive rheostat?

I see this varys the blower fan output/speed. However, does it have the ability to completely turn the blower off also?

Yes and no. The fan only turns on when the fireplace reaches a certain temperature. If the temperature is not reached then the fan never turns on, once the temperature is reached the only way to turn the fan off is to turn the rheostat up requiring the fireplace to reach a higher temperature.
