No it's 120v. Regular household plug.

What is the temp that this gets to? How hot does it heat the oil?

At it's highest temperature setting it can heat the gel up to 109F (43C).

How long does it take to heat up the three bottles?

If the bottle is full could take a hour. The bottom will heat up first so you can always turn you bottle upside down with lid closed of course. I leave mine plugged in all the time. The gel stays a perfect temperature.
