Q: how many amps can the board handle some people are saying up to 15?

The power supply you provide is the limiting factor. When you say amps I assume you mean amperes? The amp will draw as many ampere’s as it needs. You can’t force amperes. If you have 15amps at the wall outlet and you buy a power supply rated that high it’s all power reserve at that point. I have a 36v 5amp ps on mine and metering the power it has never pulled more than 3amps at too loud to listen to levels. I also ran it on 24v 5a and clipped it once st deafening levels.

Q: Does this really have tpa3255 amplifier chips? the official xinyi xy-s350h datasheet indicates it has the less powerful tpa3251 chips...

It does use the TPA3255 chip, which has no essential difference from the TPA3251 chip. If you compare your own output power, you can provide the input voltage to about 40V.

Q: does this support 2 speakers at 220 watts each or does it support 2 speakers both equaling 220 watts?

It supports 2 speakers at 220 watts each but that also depends upon the voltage you use. If you are running lower than 36 volts then the wattage will drop. i run mine at 36 volts but be careful because the unit will crash at 38 volts.

Q: Will it handle 2 - 4 ohm subwoofers in parallel? (2 ohm load)

Not well. I am using a 4ohm sub and it struggles a bit. 2ohm would be a big ask. Just wire them in Series instead if you can and go UP to 8ohms.
