I have 1 w/out the charger. any 12v/2a output charger should work if it fits. but gotta be 100% sure i know if plus is center our outside ring. which?

center is positive almost all the time, and in charging circuits they "usually" have reverse polarity protection built in. If you have the charger it will denote which is positive on the device near the jack, on the bottom, or on the label. the charger will 100% tell you which pole is positive or negative.

does this charge and discharge, the recharge to check for full battery storage ?

Charger has FAST TEST mode and NOR TEST mode. FAST TEST: Discharge the battery to empty, then charge and calculate the battery capacity. NOR TEST: The battery is fully charged and then discharged to empty, this process calculates the capacity.

I test 1000 cells aroun 120 cell were between were between 15% and 45% original capacity. I retested and the capacity went up to aroung 35% to 90% ?

Hola Jose; I'm learning about this, too and have tested a couple hundred cells, but I am just starting to repeat testing. I think it's a good idea to keep track of the resistance, capacity, and time after retesting for each cell before building a battery pack. Also, when it's done discharging to test, it recharges the cells. It's important to ensure the cells don't discharge after a period of time between first test, and subsequent testing. Are you sure the cells were fully charged when you performed the original test? I've found that cells that were sitting discharged, don't perform well on capacity testing, but once they are stored fully charged, the results are more repeatable.

Why does the screen only display the usb symbol? It will not love past that screen and allow me to input desired charging settings.

Only the USB symbol is displayed, indicating that the charger is not connected to the power adapter. You first connect the power supply to charge the battery.
