waterproof is more about how well you tape up your wires or whatever. Can you make a joint mostly waterproof for like the rain? Sure, for under water applications? No, no way.....not with tape. What you want are waterproof heat shrink sleeves, the kind that have a softer interior material that will melt around the join while the out skin squeezes down on to it. Makes an almost hermetic seal.

Would it work on pencils and pens?

I wouldn't use PVC (which most electric tapes are made of) on pencils and pens, especially if kids are going to use the pencils (or pens) afterward and touching the PVC. They aren't kid-safe in terms of toxicity. There are safer alternatives.

Screw lid on tight. Use a bottle that has a cap liner made of something that will not be affected by the oil; ie. not cardboard. Use 3M 88 black tape. Wrap 2 turns of tape going clockwise (the direction that the cap turns. End the tape on the bottle, not on the tape. Pull the tape out about 2" and move it down to end on the bottle Stretch the tape some but not excessively. The end part on the bottle should not be stretched. Be sure that the tape goes from the cap down to the bottle neck. If you use a plastic bottle, check chemical compatibility. Squeeze the bottle to remove air. This is so that it won't slosh in the package. Stretch the tape some but not excessively. Answer based on 28 years experience in a chemical control laboratory.
