This is only the controller. It is programmed to turn on and off your heater or chiller at set temperatures.

The probe will update the temperature every 3-5 seconds.

Please check if the temperature reaches the setting of TS-HD, and if the heating indicator light of ITC-308 is on. If the setting is wrong, it is possible that the heater will not turn on. In addition, please make sure that after the heater is powered on, there is no need to manually press the button to turn it on.
