It's been a long time since I've looked at Cookie Monster but I think he is slightly darker in color... This is a brighter blue

The product page here on Amazon says the bottle is 13.5 ml or .46 fl oz. You have to use the zoom in tool on the product picture in order to see the ml and fl oz sizes. I have two of Essie brand nail polish and they are average full size bottles in my opinion. Hope this answer helps.
