Not sure how much stretch it should have but it dosen't seem like it's that stretchy. but it fit in there and works.

It is a strip of rubber that protects the inner tube. It seems to be well made and thick enough to do the job.

Great Value
Great value and great fit. Only problem is that it only has a hole for the valve stem, but no hole for the rim lock. Had to punch my own hole.
