What does GP15-1 mean?

GP15-1 is the model number of the real life prototypical locomotive. Similar to automobiles, Ford makes models like the Escort, Mustang, or F150 pickup. In this case, the real locomotive manufacturer was EMD (Electro Motive Division of General Motors). The GP stood for General Purpose and a commonality is a four wheel, two axle truck at each end of the locomotive. The 15-1 is simply a model designation by EMD going along with the GP. So for the model, this is simply an HO scale, 1/87th scale, model of an EMD GP15-1.

Can these be converted to DCC?

Yes, but it has to be hard-wired. It is not DCC ready, and does not have a standardized socket to plug a decoder in. As with any other locomotive, it can be converted to DCC, but the installation would involve hard wiring the decoder input from the loco pickups, and hard wiring the decoder outputs to the loco motor and lights.
