No, this is for lithium cells only. Rechargeable AAAs are a different chemistry.

it cannot charge a phone, but can be charged by phone if your phone can provide 5V voltage and a suitable USB interface.

Q: Is there enough length to fit a 20700 or 21700 protected cell?

If your battery is 70mm or longer, it will not fit in this charger. The 21700 I have is 75mm long and there is NO way it will fit
