If you buy 2 packs (6fans) do you need a hub or can you daisy chain them together?

Yes, they each have two cables and one is for power while the other allows the daisy chain effect for colour control so that a single cable from them all can connect to a single RGB port on the motherboard. However, you will need enough fan power ports on the motherboard to cope with 6 fans or otherwise buy a multi-in power port to connect them before adding that to the motherboard's fan power port instead.

Does the 3 pack option for these fans come with a fan hub included?

No, this is the none addressable RGB. If you want the hub look for the Prizm series. Spark can be controlled by the Motherboard's headers.

This is meant to be a case fan right so will it behave the same a s a cpu fan/ will it work if plugged into the cpu fan header? Or will it cause issue

Hi Daniel. No issues. It uses a standard 4-pin fan header so it works like any standard case/cpu fan. Every Antec Spark fan has 2 cables: one standard 4-pin PWM and one RGB 4-pin 12V for the lights. Hope this helps.
