Clearly a listing detail error. Like all 11 Pro devices it will be 3G and 4G capable with WiFi and Bluetooth communications.

Will it work with a vodafone sim card?

It will do. My iPhone 11 Pro was unlocked to all networks, in my case BT Mobile (EE), so a Vodafone SIM will definitely work. Ensure the iPhone you are considering states that it is unlocked.
