Amazon says the bag is 12.9" x 7.7" while speedo says 24" x 17". Does anyone know which is right?

The bag is 24" x 17". It rocks. I have the previous Speedo bag and the current TYR bag. This Speedo bag is superior in design. It is solid material on bottom for strength (the TYR bag is netted and tears easily). The zippered/dry pocket is a good size and easy to access (on the previous Speedo it was small and difficult to access).

Is this big enough to hold two kickboards and fins?

Yes, in fact it's big enough for three kickboards and three pairs of fins (some of them child-sized), plus several semi-deflated beach balls. My kids don't share. The bag is huge.

What are the dimensions for this bag?

22" H x 17" W (widest is the base) x ~11" D. These are rough estimates taken when my bag was full of swimgear.
