Can I use it as a writing platform over my desk at work to decrease tension on my neck?

Yes, it can be used as a writing platform. The large silver surface that's made for supporting books is not smooth enough to write on by it self, so you would have to put something like additional papers behind the paper you are actually writing on. Hope this helps. Take care and have a great day!

How far apart are the legs?

There is 18 3/8" between the inner legs. The width on the outside (outside the outer legs) is 21 3/4".

When using with a book; can you write/erase in the book without it collapsing (if it was on a desk)?

Once you set the height, the joints lock in place and you can write on it safely. The stand won't collapse under normal pressure from writing & erasing.
