Some reviews refer to elastic straps on the bottom of the seat cover, but the product page shows elastic sewn only around the edge. Which is it?

There is elastic sewn around the bottom and then additional (non elastic) straps you can tie across the bottom as well to keep the seat cover in place.

Will this fit my seat? It is 19x19 and it has a thickness of 4 inches. Thank you.

My seats are 19x19x4 inches with a wooden bottom that bolts to the chair frame. I unbolted the seat to put this cover on. The cover has four ties, one sewn to each side. The cover can be pulled and cross tied with just a bit of material on the bottom so that when I bolted the seat back on the chair the cover edge was totally hidden.

Would this cover stretch to fit 22"x22"?

My seat is 21x20x3 and it fits perfectly. I would imagine that the seat cover has enough stretch to cover yours as well.

I haven’t got it wet but the material doesn’t appear to be.
