My changing pad area is 32 times 16.5, i read its foamy do u think it will fit?

Yes, the Peanut Changer will fit into a 32" x 16.5” changing table. Because of its squeezable material, it has some 'give' to it.

Is it possible to remove the changing belt and then reattach it in another location?

Yes I would think so. I just have the belt under and haven't used the sticky part yet and it's been working out.

This cannot be anchored, But it is quite heavy and due to the silicone materials, is not inclined to move around. I’ve had this for 2.5 years now, using it daily for changing our 2 kids, and it’s never moved off of its spot.
