Q: Can this be left out in the rain; solar panel and cord?

Yes it can. I left mine out through the winter.

Q: Does this fountain have the feature that stores power for use when sun isn't directly on it?

No, it doesn't store the solar. You have to have it facing the sun to work.

Q: Why is there no tubing included? Dont i need that????

No tubing included. IF you need it, try pet stores or hardware stores. I use in shallow fountain bowls. No tubing
