Is this product a moldable foam or just a coating?

It's Foam Coating that is a paintable and fast drying. It doesn't shrink or crack. I use it to fill in seams on EVA foam cosplay props.

Can this be used to smooth out clay that’s connecting two pieces of styrofoam? The air dry clay I used cracked.

It should, I used it on wood and it dries hard in about 24 hrs

Is this product water proof after it dries?

For an outdoor mosaic I would use this product to add a hard surface to a soft foam product, then cover this coating with thinset to make it water proof, before applying the mosaic tiles.

Can this product be thinned so you can use a paint brush to apply?

Yes. You can add water as a thinner. Makes it into a paste. Then just brush it on
