Likely just a liability issue to protect the company. It may have higher amounts of cinnamon oil which can cause reactions to sensitive skin. It seems to have more cinnamon smell than thieves or onguard. My family has used it topically with no problems, however we have had burning reactions to Christmas Spirit blend from YL that was applied topically and has lots of cinnamon in it. That's my best guess!

The Lemon oil is cold pressed and the rest are steam distilled

Depending on pet. I have a dog and use it in a difuser and diluted as a cleaner but I don't use it on her.
