Can this motor handle 14.5 v

I only used them for 9V and worked fine but torque is not as strong

I am trying to use this with mini 5a pwm max 90w dc motor speed controller module 3v-35v but it will not work .. any input as to why? thanks

These are DC motors. You need servo motors to control using pwm. You can use L293D driver, which accepts pwm input and delivers H-bridge output you can connect these motors to. Then it should work just fine. Good luck in your project!
