Do they move noisily?

Not noisy on wood flooring. Not sure about noise level on tile.

How do I remove the gas riser cartridge from the base?

A few sharp blows using a rubber mallet will be your best option. I used this technique to disable many adjustable chairs. It is the least likely to cause any marring of the surfaces.
