The harness size is for a 100 pound billy or larger.
You need to have some smaller sizes of the harness. We have a 9 month old that is not fully grown and we had to rig the harness a bunch to get it to fit him this year.

Very hard couldn't see animals that got marked even if I watched them! Might be ok in warmer state! Not any good in Wisconsin!
