How do you determine the manufacturing date on these?

They do not have a manufacturer's date on them.

Does this work on XR 15?

No sure. It works for my Goodman old furance.

If my capacitor is readinfg 9.89/12.5, does it need replacing?

I will change it. The capacitor is like a battery it provides extra power to get the motor started. If is not within the range your blower will not spin at full power. 9.89uf is well below the +/- 6% range.
