Does the ball bounce fine?

No!! And it’s beautiful the elastic cord. The rubber band type string from way back are a lot better. If you haven’t bought it don’t. It’s not worth the money.

It shows 2 paddle balls but i only received one i'm assuming this is correct?

No I got 2 paddles but the string isn’t long enough and it’s made of elastic cord. Unlike the the ones when I was a child that was made of rubber band material and bounced better against the paddle.

Has anyone used this to play with a cat?

The ball is attached by a long rubber band like material. One or two chews and its cut. So no I do not recommend using as a cat toy.
