Does it have a fence hook to hang the bag?

Yes, it does have a hook on the back.

Does the main compartment extend all the way to the bottom of the bag? Or, does the cleat compartment take up vertical space inside the bag?

It doesn’t go all the way. However it is plenty big enough for almost everything you could need. I was a coach and used it for iPad and multiple folders as well as cones. I kept targets in the cleat compartment.
