The handle work perfect on a horizontal plane, it can carry a 8 inch PVC pipe easy The tool has a great holding strength it really bites on the pipe.

What is the band made of? Is it just rubber?

Yes the band is rubber. Pretty high quality. Does not get brittle in the cold.

Is this suitable for use for removing Big Blue water filter housings?

Yes this will work but is overkill for a water filter. If this is the only application you will be using it for I would suggest searching Amazon for “water filter wrench”. There is currently a wrench made by Pentek model sw-3 that is specifically for the big blue filter and is currently $4.70
