My daughter is 6 years would a small work?

It’s slightly adjustable but the small fit my daughter when she was 12 and 1 1/2 years later it still fits her now.

Does an xs fit a 3 year old?

No do not think it would. Just fits an 8 year old barely snuggly as it should.
