Has anyone used this to make "water" for a model train display?

No--but I have thinned mine a lot for other uses--it does dry clear, so would guess whatever dye or thing you add into it, will show. (But maybe test with cheaper option--like Elmer's or other "school" glue--nearly all white glue that dries clear is, or has, PVA.
