"Discoloration may occur due to its sodium hypochlorite bleach ingredient" bleach???

Hypochlorite bleach is a disinfectant/antibacterial solution. I imagine it is used in small amounts for cosmetic uses, they wouldn't have too many customers if they poisoned them. :)  Here is what I found on WebMD;

Dakin's solution is used to prevent and treat skin and tissue infections that could result from cuts, scrapes and pressure sores. It is also used before and after surgery to prevent surgical wound infections.Dakin's solution is a type of hypochlorite solution. It is made from bleach that has been diluted and treated to decrease irritation. Chlorine, the active ingredient in Dakin's solution, is a strong antiseptic that kills most forms of bacteria and viruses.

I have pretty sensitive skin and it didn't bother me. I could not tell you if it bleached me as I am really pale. :) Your mileage may vary. Always patch test and stay away from ingredients that you have sensitivities to. You may want to ask SCINIC what the concentration is and make your own decision. Hope this helped.

It is not a powder. It is a cream/liquid under a fine mesh (cushion) that you apply with a puff like a pressed powder. You pat it on, so it works well for reapplying. You do not rub it in like other sunscreens.
