Why would there be hot sauce and cayenne red pepper in the 'natural dill'?

There isn't. Per the label, the ingredients are: Herring, sugar, water, vinegar, onion, salt, dill, spices, and wine. There are two versions (I don't remember what the other was and can't look it up while replying), but you're probably seeing the ingredients for the other flavor profile.
