You do not have to put on the GPIO adapter if you do not want to use the GPIO pins outside the case.

can we enable fan control via official speed regulation with raspi-config?

I might be wrong on this but -- typically there are only two type of settings to activate the fan - and that's through the power consumption -- 3v vs 5v .. the 3v is deemed the slower speed while the 5v is the higher speed .. some fan script can detect the rpi temp and turn on the fan -- either the 3v or the 5v ... other than this method -- I know of no other means -- but like I said before -- I might be wrong on this ... good luck ..
