Is this for the hot(left side) handle?

RIGHT hand (45883) is counter-clockwise closing (turning off water) of the valve which would typically be used for the cold water side (your right as you face the faucet) of your two handle faucet. Obviously, LEFT hand (45882) would be the opposite or clock-wise closing typically used for HOT water side (your left as you face the faucet) of your two handle faucet. These numbers are for the 1/2" size only.

Does this part rotate clockwise to the right to turn on, and counterclockwise to the left to turn off?

Hot and cold are opposite rotations. Hot rotates clockwise to turn on and cold rotates counter clockwise to turn on

Where is this part made? China or Germany?

I don't remember but part has worked flawlessly since installed.

Is this part the same as part number 017001310? My potfiller is 10+ years old and this seems to be a match but with different numbers.
