could this be used to bust open a pinata?

Depends on the pinata, if it is a cheapy thin paper one from target or walmart - it could. Thing is it does squeek so it will bend and squish a lot. The noise is fairly loud if i remember. like high pitched. If the pinata is really hard - then i would say the club wouldnt cut it and probably would break apart at the obvious seam.

can my dog use this are a chew toy?

It's a pretty thin plastic that most dogs would probably tear a part pretty easily, so I wouldn't recommend it.
