Yes. I usually wear an 8 1/2 or 9. I used the “find your size” option and it recommended a 9.

can a man wear these as water shoes?

It's possible. Just be sure to go two sizes up (i.e. if you wear a size 9 in men's shoes, get the womens size 11).

If one cut/removed the toe thong, leaving the elastic across the toes, would these still fit comfortably/securely? I can't wear shoes with a toe thong

It seems if you cut the toe thong, the shoes wouldn’t stay on. It’s one whole strap, not single individual straps.
