can I paint the cord portion of this to "hide" better on my wall?

Generally, it is okay to paint cords. Make sure it is unplugged when you do so, and you might want to tape or somehow protect the sockets, USB ports, and plug to prevent getting any paint on those components. I would think a water-based/latex paint is best too. The only issue is the paint probably won't last very long if you move the power strip around at all.
