Will it help with scratches on upvc

No Vistal will take anything off the surface but it will not remove scratches.

It contains polishing clay so it is very, very mildly abrasive, but not enough to affect most hard surfaces at all. It's fine on most paintwork but there are some softer paints i.e. some darker car paints, that are softer and it may dull these slightly. As it says in the description please check a small area first if you are not sure.

Will this help restore color of my caravan?

Vistal will remove the oxidisation from the surface of fibreglass and paintwork. The oxidisation makes them look dull and dark colours slightly faded - so VIstal will brighten them and restore the shine. However if the pigments in the darker paint or stickers or dark GRP have faded in the sun Vistal will not be able to restore the colour.
