Will it hold a 31.5 inch long cue ?

The case will hold a 58" cue, broken down, but the longest piece that it will hold is approx 30.5". I checked it using s 36" yardstick and inserted it into the case. Hope this helps.

Which way do you store a cue in this case?

i put the tip first then the other part that way if i open it and it falls it wont mest it up

Will it hold 1 butt and 2 shafts? Also, is the outside poket removeable?

There is a sleeve inside, so it will only hold 1 shaft. The outside pocket is made to be move, but not removable. The carrying strap is sewed on the bottom, so you wouldn't be able to take the pocket off without cutting the strap off.
