Can this stick on fabric?

The adhesive is very sticky. Not sure the application or the fabric but I think it would stick well to anything. I wouldn’t sew through it. The adhesive is very thick and sticky and would def gum up the needle/machine.

Would this be ok to use outside for the bottom of my lounge chair to prevent rust on patio?

I think it would help. It won't prevent the rust but it will help.

Is there any smell to this? (I need to use it inside a head piece)

It's actually just closed-cell neoprene about 1/8" thick, with a good aggressive adhesive on one side. I got the 4" wide and used it for the running boards (step-side) on my 2003 Silverado. I didn't notice any offensive or off-putting odor, and had to cut, handle, and install it, successfully. Looks good and worked for me!

Is it easy to remove or will it leave a sticky residue?

Sorry I can't answer that. I bought it to replace the old strip on the bottom of the rocking chair legs. It worked perfectly!
